To the Members of the Idaho House and Senate:
The Human Rights Task Forces of Bonner, Boundary, Kootenai and Latah counties are united in opposition to House Bill 557, which has been entitled the “Uniformity in Local Antidiscrimination Ordinances Act.” If enacted, HB 557 would strip away the authority of local governments to protect the rights of their residents.
HB 557 seeks to nullify anti-discrimination ordinances which include protections for individuals based on sexual orientation and gender identity that are not provided under current state law. It would repeal protections already enacted by locally elected officials and supported by local communities.
Erosion of Local Control Local governments exist to serve their residents and respond to the unique needs and values of their communities. HB 557 would replace local decision-making with statewide mandates and substitute the judgment of state legislators for that of local voters and councils. This approach contradicts the long-standing principle that government is most effective when it is closest to the people.
Nullification of Human Rights Protections There are Idaho communities that have already chosen to enact ordinances affirming that no person should face discrimination in housing, employment or public accommodations. HB 557 would invalidate these ordinances and remove protections that residents currently rely on. These are civil rights protections and practical safeguards that uphold dignity, fairness and equal treatment under the law.
Harm to Communities and the State Inclusive local policies strengthen communities, attract businesses, and support economic growth. Repealing them sends a damaging message that Idaho is willing to tolerate discrimination and silence local voices. This legislation risks harming Idaho’s reputation and its ability to compete for talent and investment.
Conclusion HB 557 represents a serious overreach that undermines local governance and weakens human rights protections. We respectfully urge you to oppose this bill and to affirm the right of local governments to protect their residents and uphold the principles of fairness, dignity, and democratic self-governance.
Respectfully,
- LINDA NAVARRE, President, Bonner County Human Rights Task Force
- BARBARA RUSSELL, Chair, Boundary County Task Force
- PAM PRATT, President, Kootenai County Task Force on Human Relations
- JOANN MUNETA, Chair, Latah County Human Rights Task Force

The title to your letter to the editor should read “Human Rights Task Force of North Idaho stand against HB 557”. You do not speak for me! I know from first-hand experience, that the human rights task force, only fights for those they deem worthy. The general public is not given that same consideration.
If we’re taking about sheer numbers, I think it’s fair to say North Idaho stands against absurdities of the Human Rights Task Force — a group that prefers to strip away the rights of the many to encourage a mentally deranged few.
