Kootenai Tribe seeking engineering firm for housing project

The Kootenai Tribe of Idaho is requesting statements of qualifications from architectural/engineering firms to provide technical assistance related to the Kootenai Tribe Housing Project 2022, which consists of construction of a duplex at the Frontier Village portion of the Kootenai Indian Reservation approximately ten miles south of Bonners Ferry and the procurement and placement of two manufactured homes at 6324 Arizona Street in Bonners Ferry.

The architectural/engineering services are professional services in nature and are outlined in the request for qualifications. The selection of the firm for professional services is made at the discretion of the tribe, which reserves the right to refuse and reject any or all SOQs and to waive all formalities, technicalities or irregularities and to extend, cancel or re-advertise the RFQ when it is in the best interest of the tribe; or to accept the firm who the tribe, in its sole discretion, determines to be most qualified. The tribe may determine to take no action and reserves the right to do so. SOQs submitted after the deadline date and time will not be accepted.

Proponents will be expected to provide all information requested in the RFQ, which can be obtained at the Kootenai Tribe of Idaho office at 100 Circle Drive, Bonners Ferry, ID 83805, between 8 a.m. and 4 p.m. Monday through Thursday and 8 a.m. to noon Friday. Packets, clearly marked “Statement of Qualifications,” are to be addressed to Rhonda Vogl, Administrative Director, Kootenai Tribe of Idaho, 100 Circle Drive, P.O. Box 1269, Bonners Ferry ID 83805, and can be mailed or delivered to 100 Circle Drive/P.O. Box 1269, Bonners Ferry, ID 83805, or hand-delivered to the Kootenai Tribal Office.

To be considered, SOQs must be received on or before 4 p.m. Monday, February 28, after which time the SOQs shall be opened, reviewed, and ranked according to the criteria specified in the RFQ. Although preference will be given to Indian-owned firms per Section 7(b) of the Indian Self Determination and Education Assistance Act, the Tribe will select the proposal that it feels provides the greatest benefit. The tribe may choose to invite one or more of the top-ranked firms for an interview and/or to submit a written proposal before a final selection is made.

This notice in no way commits the Tribe to award a contract or to pay any costs incurred in the preparation of SOQs.
