Bill attended grade school at Mount Hall and graduated in 1961 from Bonners Ferry High School. After high school, he attended college to study law and received his Master’s Degree. He then practiced law in the Seattle area. In 1986, Bill received a degree from George Washington University - LL.M. “With Highest Honors,” tax law.

Growing up, Bill’s interests included playing basketball, hunting, reading science fiction and living on a farm. Later in life, he enjoyed making pies for family and friends, scuba diving in the warm Caribbean waters, and providing assistance to those needing help filling out tax returns.

Bill was preceded in death by his parents and his sister Vivian. He is survived by his wife Valeria, daughter Nicole (Chad), stepdaughter Olga, stepson Arkadiy (Johanna), grandchildren Domique, Conin, Sophia, Victoria and Ekaterina, three great grandchildren and sisters Sharon McNair and Lynnel Wassmuth.

Even though Bill was well-traveled and lived in many different places, he always felt Bonners Ferry was home.
