Commissioners’ Meeting Minutes – Week of November 27, 2023
***Monday, November 27, 2023, at 9:00 a.m., Commissioners met in regular session with Chairman Tim Bertling, Commissioner Wally Cossairt, Commissioner Ben Robertson, Clerk Glenda Poston, and Deputy Clerk Michelle Rohrwasser.

Commissioners said the Pledge of Allegiance.

9:00 a.m., Jesse Gardner with Gardner Custom Homes joined the meeting to discuss the proposed remodel project of the former Extension Office for future use by the Assessor’s various offices. County Assessor Olivia Drake also joined the meeting.

Mr. Gardner discussed having worked on a similar project, but stated that this remodel should consist of less work. Commissioner Robertson spoke of planning to have the Courthouse Maintenance staff assist with demolition and he added that the county can waive the landfill’s disposal fees. Mr. Gardner spoke of tracking data as far as labor and material. Electrical work should be minimal with the exception of the Department of Motor Vehicles. Mr. Gardner discussed outside curbing and hand rails, framing, types of cabinetry for different work areas, and flooring. Mr. Gardner suggested the county take care of the flooring it wants. The project can get started after the first of the year and could be completed the end of April and any small issues can be addressed as they come up. Commissioners informed Mr. Gardner that the county civil attorney will draft an independent contractor agreement and Mr. Gardner will need to submit his required insurance certificates to the county.

The meeting with Mr. Gardner ended at 9:32 a.m.

Commissioner Cossairt moved to approve the minutes of November 20, 2023. Commissioner Robertson second. Motion passed unanimously.

Assessor Drake left the meeting at 9:40 a.m. Commissioners tended to administrative duties.
10:34 a.m., Commissioner Robertson moved to go into executive session pursuant to Idaho Code 74-206(1)a, to consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need. Commissioner Cossairt second. Commissioners voted as follows: Chairman Bertling “aye”, Commissioner Cossairt “aye” and

Commissioner Robertson “aye”. Motion passed unanimously. The executive session ended at 11:06 a.m. No action was taken. Commissioners continued their executive session to this afternoon at 2:30 p.m.

Commissioners tended to administrative duties. Commissioners recessed for lunch at 11:55 a.m.
1:30 p.m., Commissioners reconvened for the afternoon session with Chairman Tim Bertling, Commissioner Wally Cossairt, Commissioner Ben Robertson, Clerk Glenda Poston, and Deputy Clerk Michelle Rohrwasser.

1:30 p.m., Road and Bridge Department Co-Superintendents Renee Nelson and Randy Morris joined the meeting to give the department report. Mr. Morris presented a written report and reviewed work being done to include sign work, pulling brush out of ditches of county rights-of-way at the south end of the county, and getting salt and sand trucks ready.

Ms. Nelson discussed Project KN 20215, Deep Creek Loop, and informed Commissioners that the additional match amount is only $4,588.18 as opposed to the original amount of $26,000.00.

Commissioner Cossairt moved to pay the additional match amount of $4,588.18 for project KN 20215, Deep Creek Loop and to sign associated claims and documents. Commissioner Robertson second. Motion passed unanimously.

Ms. Nelson said the independent contractor agreement associated with a proposed logging project at the Moyie Springs pit has been approved. Pinkerton Resources, LLC will do the work.

Commissioner Cossairt moved to sign the Independent Contractor Agreement with Pinkerton Resources, LLC. for a timber harvest project. Commissioner Robertson second. Motion passed unanimously.

Ms. Nelson discussed the Local Rural Highway Investment Program project for the Westside Road Emergency (ER) slide repair work.

Commissioner Cossairt moved to sign the Local Rural Highway Investment Program Document Summary for the Westside Road Emergency (ER) Slide Repair project. Commissioner Robertson second. Motion passed unanimously.

Ms. Nelson informed Commissioners that the Sunrise Road/Great Northern Road/Highway 95 Intersection Improvements Project has made Idaho Transportation Department’s recommended project list for the Strategic Initiatives Program grant.

The meeting with Ms. Nelson and Mr. Morris ended at 1:47 p.m.

Commissioners tended to administrative duties.

2:30 p.m., Commissioner Robertson moved to go into executive session pursuant to Idaho Code 74-206(1)a, to consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need. Commissioner Cossairt second. Commissioners voted as follows: Chairman Bertling “aye”, Commissioner Cossairt “aye” and Commissioner Robertson “aye”. Motion passed unanimously. The executive session ended at 3:00 p.m. No action was taken. The executive session was continued to tomorrow at 9:00 a.m.

There being no further business, the meeting recessed until tomorrow at 9:00 a.m.

***Tuesday, November 28, 2023, at 9:00 a.m., Commissioners met in regular session with Chairman Tim Bertling, Commissioner Wally Cossairt, Commissioner Ben Robertson, and Deputy Clerk Michelle Rohrwasser.

9:00 a.m., Commissioner Robertson moved to go into executive session pursuant to Idaho Code 74-206(1)a, to consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need. Commissioner Cossairt second. Commissioners voted as follows: Chairman Bertling “aye”, Commissioner Cossairt “aye” and Commissioner Robertson “aye”. Motion passed unanimously. The executive session ended at 9:30 a.m. No action was taken.

Commissioner Cossairt left the meeting in order to tend to another matter.

Commissioner Robertson moved to sign the Property Tax Cancellation form for year 2023 to cancel the homeowner’s exemption tax for the following parcels: RP64N01E062275A totaling $32.12, RP64N02E013001A totaling $133.22, RP009200000200A totaling $160.48, RP61N01E126450A totaling
$303.30, RP61N01W017800A totaling $142.28, and RP62N02E127350A totaling $453.80. Chairman Bertling yielded the chair to second. Motion passed unanimously.

Commissioner Robertson moved to sign the Property Tax Cancellation form for year 2023 and to cancel solid waste and translator fees totaling $205.76 for parcel #MH63N03E323912A due to error. Chairman Bertling yielded the chair to second. Motion passed unanimously.

10:10 a.m., Commissioners recessed until the afternoon session starting at 1:00 p.m.

1:00 p.m., Commissioners reconvened for the afternoon session with Chairman Tim Bertling, Commissioner Wally Cossairt, Commissioner Ben Robertson, and Deputy Clerk Michelle Rohrwasser.
