At present, there are 37 registered sex offenders living in Boundary County, up three from February 4, 2024, when this list was last published. There is one juvenile registered juvenile sex offender in Boundary County. None in Boundary County are identified as violent sexual predators and all are currently in compliance with registry requirements.
Sex offender registration in Idaho began on July 1, 1993. It established a statutory duty for persons convicted of certain felony sex crimes to register with their local sheriff. In 1998, the Legislature repealed the original act and enacted the “Sexual Offenders Registration Notification and Community Right-to-Know Act” to expand public access to central registry information.
The legislature finds that sexual offenders present a significant risk of re-offense and that efforts of law enforcement agencies to protect their communities, conduct investigations and quickly apprehend offenders who commit sexual offenses are impaired by the lack of current information available about individuals who have been convicted of sexual offenses who live within their jurisdiction.
The legislature further finds that providing public access to certain information about convicted sexual offenders assists parents in the protection of their children. Such access further provides a means for organizations that work with youth or other vulnerable populations to prevent sexual offenders from threatening those served by the organizations.
Finally, public access assists the community in being observant of convicted sexual offenders in order to prevent them from recommitting sexual crimes.
Therefore, this state’s policy is to assist efforts of local law enforcement agencies to protect communities by requiring sexual offenders to register with local law enforcement agencies and to make certain information about sexual offenders available to the public.
This information from the Idaho sex offender registry is provided only for the purpose of protecting the public. It is not to be used for the purpose of harassing or intimidating anyone. A person who uses registry information to commit a criminal act against another person is subject to arrest and prosecution under sections 18-8326 or 18-8413, Idaho Code.

Scott Andrew Florea, 66, 6480 Tyler Street, Bonners Ferry. Convicted of annoying or molesting children October 31, 1985,in Sonoma, California.
Joseph Denver Francis, 42, 99 Brown Creek Road, Naples. Convicted of three counts second degree child molestation July 2, 2018, in Thurston County, Washington.
Veronica Lee Goff, 43, 1230 Round Mountain Road, Naples. Convicted of sexual battery of a minor 16 or 17 years of age March 6, 2012, in Boundary County.

Gerald Brian Higgs, 72, 7612 Wild Horse Lane, Bonners Ferry. Convicted of sexual abuse of a child November 4, 1998, in Kootenai County.
Justin Lee Horn, 36, 343 Whip Saw Road, Moyie Springs. Convicted of third-degree rape, third-degree sodomy and two counts contributing to the sexual delinquency of a minor December 11, 2009, in Union County, Oregon.
Zachary Jacob Hubbard, 37, 150 Roman Nose Drive, Naples. Convicted of lewd conduct with a child under 16 September 19, 2017, in Kootenai County.

Kyler Lynn Koehn, 29, 1859 Farm to Market Road, Bonners Ferry. Convicted of two counts rape February 20, 2020, in Boundary County.
Gary Lee Lies, 51, 260 Kings Row Road, Bonners Ferry. Convicted of assault with intent to commit a serious felony March 24, 2009,in Boundary County.
Duane Lee Lockwood, 60, 68 North Division Street, Moyie Springs. Convicted of two counts aggravated indecent solicitation of a child April 29, 2005,in Geary County, Kansas.

Eric S. Marti, 31, 157 Shingle Mill Loop, Bonners Ferry. Convicted of two counts rape November 19, 2021, in Boundary County.
Brian Edgar McCalmant, 64, 169 North Division, Moyie Springs. Convicted of two counts first-degree rape January 6, 2000,in Boundary County.
Eugene Wayne Miller, 31, 7142 Cedar Street, Bonners Ferry. Convicted of rape August 1, 2016, in Bonner County.

Tracy Lee Phelps, 64, Bethlehem Road Lot 46, Bonners Ferry. Convicted of lewdness with a child under 14 May 11, 1995,in Clark County, Nevada.
Brandon M. Pierce, 41, 304 Stoney Trail Road, Naples. Convicted of lewd conduct with a child under 16 October 18, 2010, in Shoshone County.
Joshua David Ramsey, 40, 379 Westwood Drive, Moyie Springs. Convicted of rape and lewd conduct with a child under 16 January 25, 2006, in Kootenai County.

Gary Gene Shriver, 76, 92 Venice Lane, Moyie Springs. Convicted of sexual abuse of a minor December 12, 1996,in Anchorage, Alaska.
Brent L. Slusher, 56, 64843 Highway 2, Bonners Ferry. Convicted of lewd conduct with a child under 16 May 7, 2020, in Boundary County.
Daren Herman Studer, 60, 513970 Highway 95, Bonners Ferry. Convicted of sex abuse of a child under 16 March 26, 1999, in Boundary County.

Russell Malloy Taylor, 54, 99 Holhart Lane, Bonners Ferry. Convicted of rape December 4, 1995, in Kootenai County.
Samuel Ted Ussery, 64, 1 Walnut Street, Moyie Springs. Convicted of transportation of an obscene matter July 16, 2012, in U.S. District Court, Idaho.

Duane Eugene Wolff, 67, 111 Dayton Way, Naples. Convicted of sexual exploitation of a child March 9, 2002, in Kootenai County.

We have a history of protecting people who belong to religions who want to “keep these situations within the church.” Sin hides in secrecy. Bring it to light, no matter who they are, and no matter how sincere and penitent they seem, and no matter how much we respect any particular church. People are human, and they will sin.
